T/t issue

I have a force 120 motor I replaced all the seals on both the trim and tilt cylinder I replaced the pump and the motor I have been trying to get the motor to lift it will move the cylinder up if I lift with it and will stay in place but will not lift on its own my trim tilt fluid is milky and don't know why

Where did you get the pump?
Sounds like cheapo Chinese junk.
They are famous for selling crap.
The water? it can get in from the o-ring between the pump and the housing or the o-ring between the electric motor and housing.
OR?? the seals you replaced leak?
