I believe that was a flashlight adapted to be used as a timing light.

Use a regular timing light.
Just make sure the leads are grounded or the packs(if used) can blow??

T2938-1 is a test light powered from a battery. There is a T2951 too which was a test light with out a battery.
This test tools was just a circuit tester and not a timing light.
You can use a VOM instead of these test tools. Set it at resistance measure when the points open.
Best is to use a timing light like jerryjerry suggest and set the spark advance to 30dgr at WOT.
You set the points with a feeler gauge to 020 if you have magneto ignition and 015 if you have battery ignition.
