Tach has never worked

I bought my boat (87 75 horse Merc) 2 years ago and the tach has never worked I dont know if its the gauge or the rectifier or just a bad wire somewhere is there a test a can do to narrow it down. I did test the batery voltage when running and it is 14 volts and it does charge good so any help will be appreciate

with the motor running there is voltage at the gauge through the signal wire so I think it is my gauge
