Tach Problem on 60 HP Johnson

My brother-in-law has a 1992 3 cyl 60 HP Johnson. His tach has stopped working properly. It works fine at 1000-3000rpm, but will not go any higher. I checked the voltage at idle speed and it was about 13v. At 1500rpm it was 13.5v. Am I correct that the rectifier is working properly? What could cause this tach problem?

Yes the recifier is working. Check the connections on the tach and the gray wire at the engine.
