Tachometer and Idle rpms

hey guys I live a little piece from my local water and wanted to set my low idle speed since rebuilding my 25 hp carb on my 1999 johnson. I have muffs for the motor. can I set the idle rpms with muffs and check shifting in gear also for the rpms? Do I ajust the rpms slightly higher since I have muffs on than actually in the water? thanks for any help.

You could set it better if you put it in a barrel or trash can full of water, that way you will have the backpressure to set the idle correctly.
