Hello, recently purchased a boat and the guy said the tachometer doesnt work. was wondering what may cause this and how much it will roughly be to fix it?

Sometimes a failed winding in the stator. Sometimes a failed regulator/rectifier. Sometimes a bad Tach. Sometimes no 12v DC to the power post of the tach.

There is a DVA peak voltage number for the signal on the gray wire, coming off one of the yellow wires from the stator terminal buss, but I don't know it right off the top of my head.

The CDI Electronics website has troubleshooting guides for your motor's ignition components, find the stator for your motor, then click on the PDF file for instructions and TS guide.

The gauge needs +12 volts (key on), a good ground, and the gray wire from "S" (send" terminal must have a good connection at the tack all the way back to the engine. Most of the time non-functioning gauges are due to poor or disconnected power and ground. If the charging system is not working then the tach likely will not work either.
