TD-20 Part location

When re assembling the fly wheel on my of my older Johnson TD-20 I came across this part. I've checked all the diagrams on this motor but can't fine the location where this part goes? On top of the fly wheel or under the wheel? It is a copper type washer with bent up edges that seems to used as a tension spring under or below the flywheel ? It has to go one place or the other. I don't know its function? Your thoughts appreciated.

I dont have a diagram for that motor, maybe its a crush washer or spacer for under the flywheel

It goes right where you have it in your picture, except flip it over. It keeps pressure on the magnet so it doesn't rattle around in there.
