Tensionless Timing Belt Replacement?

Have a 99 Evinrude 15hp. Timing belt looks like it needs to be replaced but I don't see any type of tensioner. Is this just force fit?

Where are the bad teeth ? Lots of casting posts there with holes in them.
There's a section on the bottom half that's partially torn. Also there are posts but none of them hold a tensioner nor does it show any in diagrams so I'm stumped. The way it's sitting now is pretty tight, I'm thinking it must be forced on and off

I enlarged the gear photo a lot. There is a complete crack thru the gear at the very bottom of it. Looks like you will find out if anything is adjustable.

Don't know about your motor but my new Verado service manual says the belt is replaced by using a tool and rotate the motor which rolls it off and back on
