Testing a voltage regulator on a 92 johnson 60 hp

Can someone help with testing procedure on a voltage regulator. Would like to varify that it is not shorted and that iy is putting out the proper voltage. Thanks

Usually you can tell if a voltage regulator is working at the battery. Take a voltage reading at the cranking battery and see what it is before cranking the engine. Then after the engine firers up, take another reading. The voltage should be a bit higher with the engine running. Then riv up the RPMs and see if the voltage goes up and stops around 14 to 14.5 volts or there about. It if does, everything is fine. But if the voltage keeps rising as the engine speeds up, your regulator is bad...

Ok a little history for y'all. Just put new power pack on my johnson 60 hp. Boat crank and ran fine. Turn boat off at dock and then it would crank. Finally got it to crank and put it on trailer and brought it home. Tried to crank it today after work and it will not fire. It has intermediate power on the black and yellow wire once you turn the key on.after you try and crank the motor the power on the black and yellow wire is gone but still no fire at ignition coils. Can someone please shed some light on this for me. Also have already replaced key switch on console.
