The little engine that could(n't) Tuning Question

I have a little 3 hp JW 10 that wasn't running very well so I brought it home from the cabin to give it some much needed attention. I did a carb "rebuild" replaced the coils, condensers and points. I repacked and set the needle valves per the book. Slow Speed backed out a turn and a half, High Speed backed out 3/4 of a turn. Put it all pack together and started it. To make a long story short, it won't run well unless I have both needle valves turned all the way in. At full throttle that little motor is just screaming. I know it's running way too lean, but it runs really rough if I open the high speed valve at all. It will idle down well with the slow speed valve fully seated but as soon as I attempt to back the valve out it dies. I feel like I can't run it that lean without damaging the engine.
Any thoughts would be greatly appreciated. I thank you in advance for your time and expertise.

it shouldn’t run with high speed needle closed, unless you forgot nozzle gasket..

Thank you for your replies. I reset the float, it was a bit nose down, and I replaced the nozzle gasket, the one that was on it seemed sloppy. It runs better now. I have the high speed valve open 3/8 of a turn and the slow speed open 3/4 of a turn. I think I will call it good unless you think it is running too lean. Thanks again.
