Well that looks like your typical utility company. Down here, we got Verizon for phone, Bright House for cable, and Tampa Electric. All three of them are guilty of sending 5 or more people to do the work one person could do, and then they wonder why they are losing money. When I worked for Verizon, whenever there was a cable damage, two people in the splice pit, one carrier maintenance tech bringing coffee, a supervisor, and two other guys waiting to get in the hole was the standard. Now, after hours, consider the lowest paid person of those 6 people was about $32 an hour. 10 hours and you're looking at $1920 in labor.
