Does water flow out the " powerflow " holes (i.e pee holes) Immediately after cranking the engine or does the thermostat need to open up?

Motor does not have to be at operating temperature for the pee holes to work...their primary purpose is to let you see that water is flowing. Earlier on a thread somebody said that they also provide back pressure and shouldn't be removed or enlarged. I didn't know that...I'm still young.

Ok thanks..... I appreciate the info......I bought this boat with a 85 hp force that had been sitting up for 2 + years...... it has little wear and tear on it......plus I got it from my new father-in-law... If you gotta get screwed , its best to get screwed by family.

Since Your outboard has been sitting up for 2 + years maybe it is time to install a new fresh impeller to be on the safe side.
