theromstat and exhaust relief

When cranking a cold motor, does the thermostat prevent any water from exiting through the exhaust relief (pee hole) until the motor is at operating temperature?

It just worries me when there's no water leaving through the exhaust relief.

there should be water right away. check the impeller
