Think I have water in fuel

Some of you fellow boaters were helpful and appreciate it.
Think I am narrowing it down too bad fuel pumps caused possibly by water in fuel or another substance in fuel tank ?
During past month I purchased a 28 ft Regal from a consignment shop
Has twin Volvo 4.3 GXI engines

First boat water test boat could not up on plane ?

Giving a second chance they said owner wants to take me out and drive personally
Boat ran 45 minutes, great , up on plane
Full throttle, sharp turns, out of pocket gunned , boat ran perfect .

Made purchase of boat

Added 35 gallons of marine fuel , giving me 1/2 tank.
Well after purchase taking out first time boat could not get on plane. Max rpm on both engines were same 2200.

Same problem as the first boat test. ?

Old owner came down witnessed what I was talking about and he had no idea.

Ran bad, ran great, now bad ???

So far I have replaced filters many times
Black specks

Ran one engine on aux tank, fresh fuel , no change

Removed Volvo fuel cells and tried too open and clean internal filters but they would not separate.
Sprayed in carb cleaner thru openings in pump

No water separator only fuel filters on fuel pumps .

Fuel cells are $ 650.00 each motor

Many fellow boaters have similar problems and all said these fuel cells are prone too failure .

But both same time ??? Boat was sitting 9 months, fuel was same .

With twin engines always a common denominator , bad fuel causing both pumps too fail ?

All indications was fuel but I was thinking possibly electrical , BOTH PUMPS SAME TIME, plus port throttle hard forward & reverse, thinking some sort of sensor ????
Finally after a month few hours each time I get down too boat a very busy shop has an opening for me .
Regal shop with computers so I will know exactly what is wrong .

I have just under 1/4 tank of fuel
On my old sea ray fuel tank is under deck and I can get too it easily. not on the Regal .
Any additive too put into fuel ( presently )
If I burn off letting it idle until empty , will water come out or remain on bottom ?
Can't do any more damage too pumps then already done.
One set of pumps makes a winey noise, and both pumps with the power source ( not sure if it's high or low ) are hot too touch. Today after install of pumps both engines ran then one is not getting fuel and wont start .?

New pumps without cleaning tank is pointless

If I purchase two large water seperators ( 1 for each engine ) let it run dry will the water work its way out thru pumps ?

I can get to hoses . Fuel Fill, Fuel overfill, ( 3 ) hoses, 2 for engines and 1 for generator are visible, hard too get too.
Tried pulling pick ups but they will not come out at base and tank is plastic along with pick ups, did not want too force causing more damage.

What ever advice you fellow boaters can offer is appreciated

Seems like your original question is answered right there, but then you continue down the water path?

I agree with QC's assessment as well. However, if YOU still think contaminated fuel, pump the tanks dry and give the fuel away and fill up with fresh new fuel. I mean if that is too costly to verify your problem, you don't need that boat....
