Throttle at Max Position - How to Adjust in order to hit WOT

I have twin 5.7l Mercruiser engines (95 model) with a Quicksilver throttle lever.
With the port throttle at 3400 rpms, the lever is pressed as far forward as possible....it hits the helm and I can't move it forward any more. The starboard throttle doesn't have this issue.

Is this a throttle adjustment or cable adjustment? I need to make some adjustment where I can move the port throttle forward more in order to get to WOT.

I just don't know what or where to adjust.

First, welcome aboard

Second, there is an adjustment on both ends of the throttle cable. one is the control end, the other is the carb end.
