Throttle Binding on 454 bravo one Rochester 4 Barrell

When my engine rpms reach around 2800 I feel something binding on the throttle. I can push through it and its fine but on decceleration it binds again and when I push the the throttle through it the rpms drop dramatically and almost stalls. I have free movment up until the 2800 rpm point it is just when I pass that point that it binds. It feels like something clicking.

The marina told me it was in the carb. I replaced the carb and I have the same problem.. Any one have a thought?

How about a throttle cable or the throttle itself.

i recommend, disconnecting the cable at the carb, and checking the carb and throttle separately ( maybe take a picture of the side of the carb, the PO could've put a sping on the secondaries, to know when they kicked in -using more fuel).. Could also be binding or loose screw scrubbing in the lever control box.
