Throttle Cable adjustment

Have 1965 65 horse Mercury. I have put new throttle and sHift cables on it. I have great reverse throttle....but forward throttle is not there.....if i move the hammer(throttle handle on the control box) a few splines back I will get full forward throttle. What is the proper procedure for adjusting these in the engine compartment. I am familar with turning the barrels on the the cables, but i DO NOT know which way to turn them....towards the rear of the motor for reverse/ forward or vice versa and do I have to adjust the shift cable as well as the throttle together.
Please help me troubleshoot this

If you've been messing with the mechanical linkage on the engine you now have it screwed up. Put that linkage back where it was. ALL throttle and shift adjustments are made at the cable trunions. If you've messed with the throttle linkage on the carbs, then you now need to perform a complete link&sync and you need a manual specific to your engine for that. The process is too long and complicated to relate here.

If you do succeed in putting the linkages back where they were, the here is how to adjust the cables.

Disconnect them at the engine. Then starting with the shift cable, make sure the lever on the control box is in neutral. Then make sure the shift lever ON THE ENGINE is in neutral (spin the prop to make sure). Now bring the end of the cable up to the attachment point on the cable end up to the lever on the engine. Do not push or pull anything. If the attachment points cannot be connected without pushing or pulling on things, adjust the trunion on the cable until they do. Attach the cable. The process is identical for the throttle. Just make sure the throttle linkage is held against the throttle stop (idle position) when making the adjustment. There are no cable adjustments. If this doesn't work you have a control box problem or the linkage on the engine is hosed.

I am having exactly the same problem with my 1970's merc 40. reverse is there but as you draw the throttle up in forward gear the cable moves the gear to neutral.
