Throttle Cable Issue

I recently rebuilt the lower unit on my 73 Chrysler 55hp as well as installed a new shift cable. After I installed the shift cable (with the lower unit off) I tested the motion of both cables by moving the throttle handle forwards and backwards and both cables moved freely and moved the right parts on the motor the way they should. After reinstalling the lower unit it was a couple of weeks before I could get time to go test it out. Got to testing it and the motor wouldn't crank up. I noticed that when I moved the throttle arm that the shifter cable moved just fine, but moving the arm had no effect on the motor side with the throttle cable. when I disconnected the cable from the motor it moved fine again, but when I hooked it back up it wouldn't move. I didn't mess with the throttle cable at all from a couple of weeks ago when it was working perfectly. It still moves a good bit when I disconnect it from the ball mount on the motor so I know that the cable isn't snapped on the inside, but when it is hooked up it just won't move. I was able to get the motor started and it ran for about 10 seconds and then died. I did this by reeealy forcing the handle down hard to get the cable to move as much as possible. Anyone know what might be happening here? I can try to take pics if that would help.
