Throttle cable replacement Evinrude 1959 Lark 35

I was given an old boat that I am restoring. It has two 35hp 1959 Evinrude Lark engines. I replaced all the wiring and the engines run and now I am replacing the old throttle cables that were broken. It has a dual throttles (I am new at this and not sure what to call it, but the assembly has 4 levers; 2 for the throttles for each engine and two levers for forward-neutral-reverse for each engine). So, I am not sure how to reassemble. Do I just attach each side by putting the holes on the cable into the appropriate pins? Are there adjustments I will need to make? Do I have to get the boat in the water to do this? What does link and sync mean and is it realted to this and is that something I will need to do to get the boat running properly or is that only when the engines aren't running right? Is there a specific manual for this? I found the users manual and service manual online that I printed out.

New cables will have plastic adjusting nuts where attached to the motors. If your old cables did not have the plastic nuts, you likely will need to replace the "locks" that hold the new ones with the proper ones. ALWAYS adjust the controls to fit the motors, NEVER adjust the motors to fit the cables.
