Throttle controls stuck in forward

I searched through many of the threads on the forum and couldn't find one that would fix my problem.
If there is one please point me in the right direction, otherwise here is my problem.

I have a 1976 Evinrude 85hp with PowerShift II controls.
Was on the lake the other day and started the engine, I put it in forward gear and the engine died.
No big deal, it happens from time to time.
I pull the throttle lever back and right before it comes to the neutral lockout position it stops.
I depressed the shifter lever to make sure that it wasn't hung but it still will not go any further back. Could not get the boat to start, so I trolled it back to the ramp.
When I got home I pulled the controls apart and there does not appear to be anything in the shifter box that is blocking the lever from going backwards.
I pulled off the cowling and see that when the control lever is moved forward that the shift lever moves a little, but when I check the prop it spins freely, so its not really in gear.

What or where do I need start checking first?
Any help will be greatly appreciated.

Disconnect the shift and throttle cables from the mtr and then try it. This will tell you if you have a mtr prob or control box prob.
