I purchased a new MercControl unit from ebay as part of my restoration. I used the best parts from it and my former unit. The throttle and shift cables are from the new unit.

After hooking everything up, it is shifting in F-N-R perfectly, however, the throttle doesn't start to pickup until the shifter is in the 10:00 position. As I increase the throttle, It will still travel to the WOT stop screw and winds up to about 5100 rpm at WOT.

I'm wondering if 1, this is extremely abnormal, is the throttle cable is too long, and could any damage occur if I run it this way.

That is pretty normal. With the motor off, advance the throttle and see if the carbs are wide open. If so, you are setup properly. If not, find the throttle stop screw and open it a bit. You want the throttle stop screw to stop the throttle, vs the carbs stopping the throttle.
