Throttle Linkage

I noticed on my Tracker that the throttle does not seem to be responsive. I move it forward about two inches before the engine starts to power up. How do you tighten the linkage cable? I have a 50hp Evenrude. Both cables in the back seem to have a very large loop before entering the engine housing. I think i might be unable to reach full throttle because of this. I also have a 21 pitch prop that doesnt help either.

I don't think the length of the cables is your problem. If you take the cover off the fron of the carbs are they wide open when you look into the throat with the throttle lever all the way forward?

I havent checked trhat yet, wondering, is the cable responsible for opening them? If so they should be open correct? How do i clean the carbs anyway? I am new to this stuff.
