Throttle movement

When i move my throttle cable it keeps moving back in the original position it is moving free and loose but when i move just moves strait back ??? This is with the motor not running as i having run it up yet !! Its on SLOW and it moves to START and FAST if i hold it there but when i let go it goes back to Slow , Is this normal ??

not knowing which control you have hard to tell for sure. some have a tension adjustment. it's just a knob that you tighten. it is normal for the engine to return to idle if the tension is not adjusted. it's a safety factor for tiller controlled engine.
