throttle problem

I just installed the throttle on my boat and i cant get it into neutral. The boat starts good but it jumps into gear. When i push forward it goes backward and same when i pull it backwards. What would i need to look at or adjust?

I'm new at this so i'm not quite sure. I know something in the throttle needs to be adjusted but i'm not sure what. For some reason i cant put it into neutral. Not all throttles are the same what other type of info would i need to give to get more spacific?

its an 1987 mercruiser 165ho 3.7L i/o. I think the peice in the back of the throttle is cracked. What type of throttle should i buy to replace mine with?
