Throttle/Shifter trouble getting in neutral

When I start the engine, go forward, and then bring the shifter back to neutral, the engine stays in gear going at a very slow speed. I have to turn the engine off, bring the shifter to reverse and then back into neutral a couple times until the engine will start, telling me it's in neutral. The same thing happens when it's in gear, but in reverse. I have to shut the engine off and move the shifter around until it's finally in neutral (engine will start).

Anyone know what the the common causes for this are?
