Tiller handle hard as %^&* to turn

1958 Johnson AD-12 7.5hp
I took the tiller handle apart to the point that - with the rubber-plastic "handle" removed, and the handle thru bolt screwed into the shaft,
you can manipulate the throttle easily with index finger and thumb. (problem is in the handle?)
I can replace the handle WITHOUT the spring and everything is easy peasy - too much. Not enuf resistance.
Are there "parts" that are buried in the handle that I havnt seen yet ?
I have a (stock) brass washer that goes under the spring, press the handle in and align the hole, liberal grease, still too tight.ock)

I know that somebodies crossed this bridge before.
Any help will be appreciated.

Is the throttle position indicator on the handle causing the problem ??

Tapered metal or plastic friction cone still in the handle. Remove it and clean it up and grease liberally.

Sure wish handlew were available. The one I got is pretty grimy looking.

Wont be able to do the work for several days. Will keep you informed of progress.
