tilt and trim..intermitant problem

I have a '98 90ELPTO. Had a problem over the summer where the down function on the tilt was working intermitantly. I replaced the "down" relay and it got much better but it would still not tilt down every now and then. usually tilting up a little then pushing "down" would get it going back down. I have the same issues at the motor switch and at the throttle control so I dont believe its the switch(es). Still having this issue and just wondering what other cuases it could be....could the "up" relay be going bad causing problems with the "down" function? my understanding is that the pump or motor runs the same either way and the relays determine if it tilts up or down...so im wondering if it's all connected and a bad relay can affect either or both directions?
any thoughts?

Yes, it can be a poor connection in the 'Up' relay.

Both relays have two sets of contacts

NC Normally Closed

and

NO Normally Open

The Normally Closed contacts are BOTH connected to Ground such that went either relay switches the other provides the ground circuit for the trim motor.

When the trim motor fails to operate in one direction and you change that relay and it does NOT fix the problem then it is usually the NC contacts in the other relay, switch the relays.
