Tilt and trim manual release valve

Was want to know how to test a manual release valve. Is there a way before i just buy a new one. The o rings where broken when it came out. So I grabbed some out of my o ring kit . Just rebuild tilt and trim with all new gaskets and o rings. The trim works but bleeds down but the tilt won't raise. On the bench the tilt will extend but under the weight of the motor it will not lift it. It acts like the manuel release valve isn't doing its job of sealing. It was working before I rebuilt it . The trim seals where out. The reason for rebuilding. Or what else maybe the problem . Air ?

Do you have a Service Manual, preferably a Factory one? It will have the procedure for Bleeding the System, as well as some troubleshooting procedures. It is possible that the O-rings from your kit are not the correct ones.
