Tilt and Trim not working Mercury 2001 60 hp Bigfoot outboard

I have a 2001 Mercury 60 hp Bigfoot engine that is equipped with a power tilt and trim. It has never worked since I've had it, and the tilt/trim motor was fully rusted through so it would not respond to any power applied. I replaced the motor this weekend, so now I'm at a place where I can here the motor running in both directions, but no pressure builds up and the motor does not move. I do have the manual release valve closed as I test and I've moved the motor up and down a few times by hand adding as much fluid as it will take. Would appreciate any advice in reference to what the next steps are to troubleshoot and test in order to make headway on this issue. The pump looked pristine when I drained the fluid and pulled the old motor that had the fluid reservoir attached. I was very careful to mate up the small key that transfers the spinning of the motor to the spinning of the pump, although this was a blind exercise. I put the small key in the pump first, and it turned freely by hand. I then mated the motor to the valve body once I finally aligned the small key with the drive shaft. The replacement motor came with 3 keys, and I put the exact size in that came out with the old motor since the Arco replacement looked identical. Sure would be great if someone has been down this road before and can provide some tips, since it is a back breaking experience to tilt the motor by hand for trailering and to tilt the motor out of the salt water when it is kept in the drink.
