Tilt And Trim Question

I Have 1989 Evinrude Tracker 60hp, The Trim Works Great From The Console Control But The One On The Side Of The Motor Sometimes Doesnt Work On Down. If I Touch The Two Relays(the 2 Square Ones) There Is A Spark Behind Them And The Trim Kicks In. I Tried To Get Behind The Relays By Removing The Two Screws But It Wouldnt Pull Out. My Question Is This, Are The Relays Bad And I Should Change Them Or Is It Probably A Loose Wire Behind The Relays And I Should Figure Out How To Get Back There. /

I would disconnect the battery and pull it all out.
You already knew that though

if it works with console, and not motor switch, i would consider bad or corroded motor switch.
