Tilt and Trim

Recently I just purchased a 1990 Johnson 200 GT Outboard. The power trim does not seem to be working; it is stuck in the up position. When I try to tilt the motor down, I can hear the motor running but it will not go down. Could this be a fluid level problem? And, if so, how would I check that? Also, when powering up the boat, the prop seems to wash out. Could anybody suggest a prop (there is a 4 blade prop on there now)?

get a johnson factory manual. either here or ebay,

If it was recently installed, the engine may have been stored laying down, that can put an air pocket in the cylinder instead of the fluid reserve tank.

Just went thru that with my 150, I put a saw horse under the raised skeg and unscrewed the manual release valve. let the leg come down,
tighten release valve again , power back up and keep cycling it, add fluid if needed.
