Tilt can't hold position on 90 ocean pro!

I have this problem a couple of days now.
When i dock the rib and lift the engine, the other day is half the way down.I didn't use the tilt lock because then the lower unit was a little submerged so i had the tilt holding the engine all the way up.Now of course i engaged the tilt lock but i have to repair something!
The question is what do i have to change???
I read on SELOC manual to first check the manual release valve but it seems tight enough.The fluid level was ok when i checked it 4 months ago but i check again when i take the boat on land.What else could cause this leak???

Try loosen the manual valve all the way out and cycle it up and down a couple times by hand , it might have an air pocket and need bleeding, add fluid as needed , then lock the manual valve good and tight... try it.

Right, i'm going to do it when i take the boat out of the sea but how is it possible to have air within the cylinders since i did nothing with it?
