tilt goes up but not down

I have just put in new brushes in the hydraulic pump motor which is the lift mech. for a 40 HP Mariner engine on a pontoon boat . But I can't figure out how to bleed the system . With pump & actuator on the bench , cylinder will only exstend and will not come back down . Has anyone out there deal with this sort of problem before or does anyone have any suggestions on what to do next, thanks.

System is self bleeding. You need the help from the weight of the engine to bleed. Install and work up and down. Add fluid and and repeat. Cannot do it on the bench correctly.

Put tilt system back on boat & it work just find , thanks again trent .
