Tilt on 2004 115HP Johnzuki won't go all the way up

It has been awhile since I tried to tilt my motor all the way up and use the mechanical tilt lock, but I realized it won't go all the way up this weekend. How often do tilt units, especially units less than 2 years old, need to have fluid added? Any advice to checking the level as I've never fooled with it before?

I tried it again just to make sure it wasn't a one-time thing....still stopped a couple of inches shy...?

Last shot - still not working! I checked the fluid level and it is full. What else could cause a tilt to stop short of full up? It is not binding on anything.<br /><br />My dealer said I would need to leave the boat with him for 6 weeks as he is busy.
