Tilt/trim 50hp johnson (2000)

I am having problems with my tilt and trim. It will go up but real slow but it comes short of about 1/2 in for me to put down the manual resting plate. it goes down fine. motor works it may need fluid not sure how to check it or replace it. If someone could help me that would be great and thank you in advance
