Tilt/Trim Droop

New guy here. We inherited a 2004 Edgewater with a 2004 F225 4 stroke Yamaha.

Prior to us getting it, the Trim relay was replaced by a Yamaha Dealer. It didn't fix the problem, so that's how we acquired it. It was reported that the motor didn't spin at all. We were told by the tech that it needed a new Trim Motor. We ordered, installed, and in the process found that the fluid was contaminated with water. We drained, ended up removing the pump as well, reinstalled. We bled the system by manually raising and lowering (armstrong power) the motor with the relief valve. It now raises and lowers fine, except for these two issues.

1) When up in the "Storage position" there is something bypassing or leaking, allowing it to settle down to the Trim Pistons in under 2 minutes from the full "UP' position.

2) When down in Tilt, it does not lower very quickly, and actually makes the motor groan.
