Tilt Trim Issue

Hi, I have a 1995 70hp Force. My tilt trim will not go to the up direction. Down works fine. When I try to go up the motor runs , but little or no movement in the up direction. I swapped the wires ( up & down ), still doesn't go up so it's not the relay. It had been working fine. It has the fill screw and another one on the side ( bypass??). Any tips appreciated! Thanks

First check the fluid level(if you haven't yet).
That ok?
Then the pump itself probably needs to be changed,
Look around as some charge a lot for the pump.
They also sell just the electric motor and most times it doesn't include a pump.
