Tilt/Trim not working

89 Chris Craft with a Mercuriser 5.0 GM305. Tilt worked fine last Labor Day.

Got the boat out over the weekend and it just clicks when I try to drop the lower unit. It clicks when I try any of the tilt/trim switch options except when I try to trim up....it doesn't click then. I replaced both solenoids and that didn't do a thing....same exact result.

Should I pull the pump out of the boat to continue to troubleshoot/repair? What's my next step to troubleshoot? My thinking is that it must be the motor is seized up but I don't have anything to base that on.

Any advice is greatly appreciated!

If replacing solenoids did not fix the problem there is a good chance the brushes in the commutator head are stuck. It is not hard to disassemble the motor to free up them. If the springs are rusted they can be matched up at the local hardware store.
Try to post a picture of the tilt motor.
Are you sure there is 12 volts to the + side of the solenoids? Just because they click does not mean the + side of them has 12 volts. There is a fuse that feeds the + side.
