Tilt/Trim problem

Hi
We're talking of an Evinrude E-Tech 2007, 75HP.
When I try to raise it it stop going up maybe half way and I can ear the pump pumping air or bubbles. It's not a constant sound anymore.
I guess the system is low in fluid, am I right?
How to had fluid or what should I do?

seals likely shot my 2005 did the same you can try adding oil but it will leak out. My dealer did the service but apparently if you are at ease with doing the work it is not all that hard to do. You need a tool to unscrew the top of the cyl and the seal kit

the 2005 required special bio oil $$$$ but my dealer put in regular T&T oil (mineral) and no issues yet with mineral oil see jpg picture of manual on the 75hp
