Tilt/trim sagging

i have a late 60's starcraft with one of these pumps

and the single line cylinders. Ive taken everything apart, cylinder o rings look good, and i replaced the o rings that goes around the pump shaft thinking it may be leaking back through there, but to dice! the drive drops down in like 5 minutes. the only thing im not SURE of is the internal check valve inside the pump. there is a small ball backed by a spring that looks like its supposed to seal off to keep fluid from flowing back into reservoir, not sure if ball is to go to top of spring or bottom of spring, but im pretty sure if it went to top of spring, then fluid could not be retured to tank. Anyways, and schematic or any opinion would be gold. Ive wasted a pile of time taking everything apart numerous times now, and am officially frustrated :)

Is it really even necessary to have the tilt/trim hold for long periods of time?
Can i not just set the stop rod for where i want the boat to plane, and tie the drive up for transport (which i do anyways)?
