Tilt wiring help. Need to redo and waterproof from previous owner

Previous owner re-wired the tilt because the original wiring had a short. He ran the wiring around the back of the boat instead of up through the stern how it originally was. Last weekend at the lake I noticed some wear on the electrical tape holding it together so I have decided to redo it and make it better. How can I access this area where the wires are ? I don't want to run it back up through the outboard I only want to redo what he has done except use new wire and heat shrink to waterproof it. But the plate around the outboard is in the way of the side screws. Please tell me i can access this without having to remove the outboard portion of my motor ??? I am afraid once I remove the electrical tape there will not be enough wire left and I want to redo it all. In the pictures you can see where the old wire was. Any help would be awesome. Thanks in advance !

What kind of motor is this?? When the wires get that bad it's usually time to replace the entire trim puck, The wires come with them. Anything else is a fix that will fail anyway. I know a lot of people say to splice them, but then you end up with what you have there, eventually the wires get to short to repair. Without a manual for it or not knowing what it is, cant tell ya how to get it apart. How about a few more pics from a distance.
