Timing 1987 Evinrude XP150

I had my boat out the other day and it starts and and idles fines. I did find it very sluggish out of the whole and not much top end. I took it back home to check the timing and do a sync and link adjustment. I found most of the adjustments out a little. I corrected them via the OMC service manual. The timing was checked via the J. Reeves static method and was at 22 degrees (retarded 4 degrees). Would 4 degrees retarded effect performance quite a bit? Another question is regarding the correct max timing and the J, Reeves method of setting the timing. My service manual is 1988 and it states 28 degrees max timing for 150 XP. The intake cover on the engine is <br />marked 30 degrees. Was there a change from 87 to 88 0n the 150XP? I used the J. Reeves statick method that I got on another post and set the timing to 26 degrees. I checked both the number 1 and number 2 trailer both were at 26 degrees. I understand that running and under load it will gain 4 degrees, is this correct? Also the stop screw is out quite a bit further the the 3/8" to 7/16" that the manual states as a starting point. Should I be concerned?

The timing was retarded 4 degrees to burn 87 octane fuel, OMC per service bulletin. I not sure about the correct timing, this was also on a service bulletin.
