Timing a 60HP mercury

I have a 1993 or 94 mercury 60HP clasic. It is flooding and smoking at idle and does not accelerate acts like it is loosing 10-20Hp on take off. Works fine at runnig speeds. I cleaned the carbs and adjusted the mixtures. Compression is at 138 on all 3 cynlinders. Timming plate is asking for 24 BTC at 3000RPM. Max we can get with the adjustment arm is 13BTC. Could this be the problem and is there another place to make this adjustment?

You need to check the timing at idle and that is 2 degrees BTDC by taking the spark plugs out and grounding them, crank the engine over and check the timing before you can move on to the next check. Do you have a manual?

I haven't ordered a manual yet. The timing at idle is 1ATDC as the plate asks for. It appears that the same arm adjusts the timind at 3000RPM. Even moving the arm manually we only get 14BTDC at any RPM. Is their any solid state compont affecting or limiting us?
