First thing you need to do is determine if the problem is in the motor or remote control. I suspect it is a broken control cable, but check it. Disconnect the cable from the motor and see if you can operate the throttle by hand. Sometimes they get sticky but that is usually a problem when advancing the throttle.

After you do FR's suggested test, you can check on two other things. 1. If the grease under the timer base dries out (it will with age) that base may not move properly and could stick in place. Suggest you pull the flywheel and the timer base. Clean the old grease out and re-lube with some white lithium grease. It's pretty slippery and is not much affected by cold temps. A little new grease in the link arm upper ball and socket is also a good idea. 2. If the spring in the spark advance arm breaks, it can also cause a sticky/sticking movement to the timer base. (not a very likely problem-but check it.)

You should be able to use a 3-legged automotive puller, typically used the pull the harmonic balancer off the older cars. Once you get it tight, rap it once with a hammer and it should come off.
