timing is not advancing??????????????????

have a 70hp 84 johnson seahorse..have replaced almost everything!!! Went to do the timing and found out that the timing is not advancing.... whats the problem?????Is it the powerpack or the timing base??? or is it something else?? please help!!!!!!!!

just found one of those clamps broken off!!! neareast to the where it plugs in .... all the other are secure...or u say they might be to tight....trying not to take the flywheel off yet..will try that first ..thanks!!!!!
