Timing issue

Hi all. I have a problem and maby someone can help.
I have 2 70s model 70hp evinrude 3 cylinder 2 stroke outboard engines, one runs pritty good but seems to bogg under a load in the water and a few other small issues that i think are the result of a timing issue. the other is not running, mainly becouse iv never tried to start it. I was told when i bought thilm that it ran just needed plugs, the one that does run i was told it ran fine and it does run but not fine.

The question I have is, Iv taken the flywheels off both engines and both are set at tdc on the top #1 cylinder, problem is that engine that dosent run , the keyway is directly across from the indecator and with flywheel on it is at tdc, engine that runs is way off by 1/4 flywheel turn and if im reading right maby 100 deg btdc also same with flywheel on. Iv also tried both flywheels on each engine and they read the same on ther respective engines.

This cant be right on the one that runs?, but it runs! and half way decent at that.

If anyone can shed some light on this subject it would be a great help and please keep in mind that i dont know mutch about timming and I have been told that u really cant time an engine like this. so please try to explain in dummy terms. I also dont have a manual on these engines as iv only had thilm 3 days and havent had time to go get one , with the holidays and all.

model # of the engines, there were several changes in the 70's 70hp.

DONT HAVE #s CAUSE ENGINES HAVE BEEN RE PAINTED AND CANT FIND ANY.
JUST AS A GENIRAL IS THIS SOMETHING THAT COULD BE NORMAL, THAT THE DEGREES SHOULD BE THAT FAR OFF?

i believe you are using the wrong procedure. the flywheel only goes on one way. here is the timing procedure.

now here is the problem.

wot timing for 70hp

1974 20 btdc

75-79 17 btdc

80-81 19 btdc
