Timing Issues -- 470

So I have a Mercruiser 470 and I've go it where it will run, but only when I have some throttle on it. I have looked at it with a timing light and the timing is out. It is supposed to be 8 Deg. BTDC and when I tested it, the lines on the block and fly wheel were way off. So anyways I start to slightly turn the distributor to line them up, and the closer it gets to being lined up, the more the motor bogs down, eventually shutting off before I can get them lined up. Any suggestions?

Did you check your dwell and the points? Also, how's the idle mixture screws? I am sure that some of the real experts will chime in something more to check.

Just so you know, the new recommended timing for the 470 is 4BTDC.

the outer part of the balancer could have slipped from the inner hub.
