Timing mark doesn't come close to flywheel mark

On my 1988 Evinrude 200hp VRO I hooked a timing light up to the #1 cylinder, top left port. The plastic/metal timing mark is directly in front of the engine as shown on the pic. Where the mark shows up on the flywheel when running is about 90* to the starboard side.(where I put the white mark on the one pic) I disconnected the timing and rod but even moving it by hand there is no way it will come close to the mark. Just in case I connected the light to the other 5 cylinders and they don't come close either. What am I doing wrong? Could someone have swapped on the wrong flywheel? The engine starts and runs out in neutral on land and in gear on land but not in gear on the water. Not even sure if that's a s.l.o.w or other problem but 1 step at a time.

I believe #1 is the top right. I’d pull the flywheel and check for a sheared key.

Had the flywheel off. Someone put a 93 and up stator and CDI in it.
I'm guessing this only changed the plugs between the 2 and not much else though.
Top right also no where close to the mark.

If you hit it with a timing light where the yellow tape is is about where you see it. Not even close to the timing mark toward the front. Is this the wrong flywheel or am I doing something wrong?

They are all in great shape. Fly wheel has 2015 written under it so it was replaced then I assume
