What is the relationship between the throttle position and the timing advance position. Is there a measurment or procedure for doing this?

Yes, but it takes two. The guy with the timing light, and the helmsman.
Or a test tank. You must hook the timing light up, adjust the idle timing, then, wot, and check with throttle fully advanced.
But don't mess with it, because it never moves on it's own (or rarely does), and if you're sure it hasn't been moved, the timing should track just fine.
