Yes, but it takes two. The guy with the timing light, and the helmsman.<br />Or a test tank. You must hook the timing light up, adjust the idle timing, then, wot, and check with throttle fully advanced.<br />But don't mess with it, because it never moves on it's own (or rarely does), and if you're sure it hasn't been moved, the timing should track just fine.
