Titan surge brakes issue

I just replaced the master cylinder/pushrod/shock on my boat trailer (drum brakes single axle). Bleeding went without a problem, but after putting the cap on the master cylinder and having the bleeders closed I can't seem to push the pushrod in using a 4' 2x6. I can get the actuator to move a little bit, but that just results in the pushrod spring compressing and the outer shaft of the pushrod moving away from the nut. With the cap off or a bleeder open I can push it all the way in as expected. Any thoughts on what's wrong would be appreciated. Thanks!

Properly bleed, an actuator should have little, if any free play without significant pressure being applied.

What you describe sounds like normal operation
